Financial Services Capacity Contract Available

United Way of Central Florida is accepting bids to deliver financial servies capacity building services from Sep 2012 to May 2013. Bids should be received electronically by September 5th, 2012. A volunteer committee will award the contract by September 14th, 2012.

REQUEST FOR BIDS TO PROVIDE
CREDIT COUNSELING PREPARATION and TRAINING SERVICES
TO THE UNITED WAY OF CENTRAL FLORIDA FINANCIAL STABILITY PARTNERSHIP

Bids should be received at scott.lonsberry@uwcf.org before the close of business Sept 5th, 2012. It is anticipated a contract for services will be agreed to and signed by September 14th after a decision by a panel of United Way volunteers. Questions are welcome through email or 863-648-1500 x 241.

Contract Amount: Bids should be submitted in the range of $30,000 to $40,000 for the delivery of services provided in accordance with the terms described in this proposal.

Proposed Period of Performance: This Service agreement includes 9 months between September 15, 2012 and May 29, 2012. 2 equal payments will be made by United Way of Central Florida on September 14, 2012 and May 29,2013.

Services Provided will be:


1)    Capacity analysis and training for delivery of financial education and credit counseling services at two United Way non-profit partner agencies: one denoted for service delivery in east Polk County and the other denoted for service delivery in west Polk County. Analysis of the current delivery capacity of the two named agencies will be made with a final report expensing and detailing what the two United Way partners need to do to: 1) Effectively deliver uniform financial services area-wide; and 2) Provide train-the-trainer services to other members of the United Way Financial Stability Partnership. The report should include details of the actions taken to

  •  Build capacity of the selected United Way providers to deliver financial education and credit counseling services connected directly with area employers
  • Prepare the selected United Way providers to deliver free-tax-preparation services (community based, not program based) to the greatest number of people possible in the noted geographic area and act as the area coordinator for the “IRS VITA program (Volunteer Income Tax Assistance)
  • Prepare the selected United Way providers to work with United Way family service partners and deliver “BankOn of Central Florida” services to increase the percentage of families with bank accounts. iv)    Prepare the selected United Way providers to work with United Way family service partners and deliver matched-savings programming for acquiring homes, small business and/or education. (“Assets for Independence” grant through the US Dept of HHS.
  • Prepare the selected United Way providers as a train-the-trainer resource capable of teaching other United Way family service partners how to provide program based financial services. Training services will include basic credit knowledge (not counseling), adoption of a common financial education curriculum focused on accumulation of savings and engagement of children, volunteer “money coach” training to include recruitment and retention techniques, volunteer free tax preparation services focused on deposits to savings accounts, BankOn Central Florida services, matched savings account administration, college savings accounts for youth, “Ways to Work” programming
  • Prepare the selected United Way providers to act as a resource to other United Way family service providers for train-the-trainer programming capable of teaching other United Way family service partners methods and resources that increase individual employment credentialing (i.e. GED, OSHA, certifications, etc) that produces higher family income. vii)    Prepare the two organizations to provide on-going professional development concerning financial issues for case managers at United Way family service partners.

2)    Training and coaching United Way family service providers in marketing and building program participation in financial education, BankOn Central Florida, money coach and credit services. A report of these activities should be included in the mid/year and final report.

A mid-year report of capacity building and marketing training is required January 15th and a final report due May 29th to include counts of increased individual attendance and credentials from 2011-12 to 2012-13 at financial education classes, BankOn, money coach and credit services by United Way service providers. The attached chart provides a suggested format to provide the detail of the required reports.
